Implementing the Workforce Development System Quality Standards

The problem and the solution.Quality standards and guiding principles are needed to enable workforce development systems to meet the needs ofemployers and individuals. Ho wever, the multistep process ofdeveloping a comprehensive,integrated workforce development system requires a significant amount of planning. This chapter outlines a five-step planning process and provides specific action steps designed to facilitate this task.
